The conception of The Association…

Founded in memory of Tre’Wande “Cordell” Vallery. Built to prevent the next family from becoming Another Grieving Family.

On December 31, 2023 a Mother received the call no Parent ever wants to get. “Cordell”, her 21 year old only Son, was the victim of 2nd degree murder in their hometown, at Alexandria, Louisiana’s most dangerous Public Housing Development. 277 days days into her Journey to Justice a unanimous jury found the 34 -year- old offender GUILTY. At day 302, the killer was sentenced to spend the rest of his natural life in the Louisiana Department of Corrections.

That mother is Crystal Vallery; Madam Chair, an Alexandria native and Founder of the Healing Crystals Civic Association(HCCA). HCCA represents the birth of her transition from a Journey to Justice into a Healing Journey filled with purpose and action. The investigation, the judicial proceedings, the effects on her surviving daughters and family, and the incessant occurrence of parents unnaturally outliving their children fuel Mrs. Vallery’s determination to present HCCA as an innovative, holistic response for her community.

This Association is Madam Chair’s visionary answer to the generational outcries of Rapides Parish. Crystal is committed to the mission, vision, and purpose of the Association. It is her sincere ideology that healing is not a solo journey.

Healing Crystals Civic Association was birthed from unimaginable loss and built to ensure no family suffers in silence, fights in isolation, or rebuilds alone.

Our philosophy is rooted in these beliefs:

  • Justice Includes Healing: True justice uplifts the harmed; it does not simply punish the harm-doer.

  • Communities Lead Their Own Safety: Policing alone cannot protect a people; education, mentorship, and empowerment must rise alongside accountability.

  • Lived Experience Leads: We trust the insight of those directly impacted by violence, neglect, and systemic failures to lead systemic change.

The Healing Crystals Civic Association exists to reduce violence and restore generational safety in Rapides Parish. We achieve this through proactive, community-rooted programming and strategic advocacy, driving systemic change through policy, charter, and constitutional reform.

Vision Statement:

We envision a Rapides Parish where culturally rooted hardships are met with community-led solutions. Through grassroots programming, strategic partnerships, and bold advocacy, we are cultivating an ecosystem where healing, education, and justice empower generations to come.

Purpose Statement:

We recognize that culturally rooted hardships: grief…, loss…, and violence are communal experiences that require responsive truths, sustainable reconciliation, and healing - empowered justice. By leading critical services and community-focused initiatives, HCCA strengthens the social and economic well-being of those navigating life after the trauma of fatal violent crime, as well as the historically underserved communities of Rapides Parish

Governance & Transparency

The Healing Crystals Civic Association engages in direct advocacy by communicating with elected lawmakers and their staff through face-to-face meetings, written communications, and organized public campaigns. We challenge laws, regulations, and policies to ensure transparency and accountability, aiming to influence legislation that aligns with our mission. We may engage professional lobbyists to advance specific legislative goals or raise public pressure for reform. As a committed civic entity, HCCA ensures that no organizational earnings inure to the benefit of any private shareholder or individual.

Statement of Intent: 

The Healing Crystals Civic Association exists to bridge the gaps between grief and policy, prevention and protection, and pain and purpose—achieved through programs, partnerships, and people-centered governance. This philosophy drives every page, program, and healing strategy we build, from Rapides Parish to the Capitol.

HCCA is a movement of faith-rooted civic love. We exist because injustice persists, and we refuse to normalize it. Rooted in the memory of lives lost too soon, we mobilize for the sake of lives yet to come.
